日新月异的信息技术和金融科技对个人金融数据跨境流动法律规制提出了更高要求。数据主权理论、数据安全理论、有限理性理论构成个人金融数据跨境流动法律规制的法理基础，把握个人金融数据跨境流动国际法治理动向，分析不同司法管辖区内金融数据治理体系的特点，为完善我国个人金融数据跨境流动法律规制提供经验借鉴。从价值导向、规制主体、域外效力、国际合作等角度提出对策建议，使我国金融数据治理体系运行更加科学化、规范化。

The rapidly changing information technology and financial technology have put forward higher requirements for the legal regulation of the cross-border flow of personal financial data. The theories of data sovereignty, data security, and bounded rationality form the jurisprudential basis for the legal regulation of cross-border flow of personal financial data. By grasping the trend of international law governance of cross-border flow of personal financial data and analyzing the characteristics of the financial data governance system in different jurisdictions, this paper will provide empirical reference for the improvement of China's legal regulation of cross-border flow of personal financial data. Countermeasure suggestions are put forward from the perspectives of value orientation, regulatory subject, extraterritorial effectiveness, and international cooperation, so as to make the operation of China's financial data governance system more scientific and standardized.
