信用是市场经济运行的基石，也是社会治理现代化的核心支撑。在推进社会信用体系建设工作中，我国陆续颁布了一系列指导性政策，形成了覆盖制度构建、信息共享、场景应用、监管惩戒的完整政策链条。基于扎根理论，以Nvivo11软件为定性分析工具，对2014—2025年国务院及两办发布的22部社会信用体系建设核心政策文本进行编码分析发现，国家社会信用体系建设的战略重心集中在制度标准化构建和场景深度落地两大维度。为此，建议我国社会信用体系建设应从完善信用法规标准体系、搭建跨领域信用信息共享平台、深化重点领域信用应用、健全信用保障与修复机制四个方面推进实践，为国家治理现代化提供信用支撑。

Credit is the cornerstone of the operation of the market economy and also the core support for the modernization of social governance. In promoting the construction of the social credit system,China has successively issued a series of guiding policies,forming a complete policy chain covering system construction,information sharing,scenario application,supervision and punishment. Based on grounded theory and with Nvivo11 software as the qualitative analysis tool,this paper conducts coding analysis on 22 core policy documents of social credit system construction issued by the State Council and the General Office of the Central Committee and the General Office of the State Council from 2014 to 2025. It is found that the strategic focus of the national social credit system construction lies in two dimensions:the standardized construction of systems and the in-depth implementation of scenarios. Therefore,it is suggested that China's social credit system construction should promote practice from four aspects:improving the credit legal and regulatory standard system,building a cross-domain credit information sharing platform,deepening the application of credit in key fields,and improving the credit guarantee and repair mechanism,so as to provide credit support for the modernization of national governance.
